What are my legal rights to custody while TDY? My soon to be exwife refuses to allow me to see her.

Your custody/visitation rights with respect to the subject child would very likely still be exactly the same before you went on TDY as afterwards-----unless a court of proper jurisdiction in the interim has ruled otherwise.
