can we have some limits on college costs?
I am required by the divorce agreement to pay half of the college costs for my son. Can I insist on seeing grades? just got a surprise bill for summer for $3K- can I ask for a degree plan? any suggestions? how long does he have to complete this? four years?

You can insist on anything you like,
but unless it's covered in the terms of the agreement (or the reasonable interpretation thereof), your requests/demands will not likely have the enforceability of law.
