Mail for my Child

I am a divorced non-custodial parent who has residual parental rights as defined by the state of Virginia, as well as stipulated ''free access'' to my child. My child's mother, the custodial parent, has not allowed my child to recieve mail that I have sent to her at their home. Is this actionable on my part, and if it is, what should I do to document this? THANK YOU

Actionable, in what sense? What counts is what the court order(if there is one) says in regards to your right of visitation with your daughter

and not some agreement or even stipulation on the part of the mother as to what your rights may be regarding this issue.
