Marriage to a U.S. Citizen

Can some one from the Phillippines , get remarried

in the U.S. since their is no divorce in the Phillippines.

No, because no state, not even Utah, permits multiple legal marriages. The solution is to divorce outside the Philippines. This requires meeting the jurisdictional requirements of some other country in order to use their courts. Once you are divorced according to the law of the place of divorce, then you are free to marry in the U.S.
