Marriage in Virginia

The Commonwealth of Virginia has a statute that makes cohabitation between unmarried couples a low level misdemeanor. To my knowledge, this law is rarely if ever enforced. However, on an application for a marriage license, it asks for the ''usual address'' of the bride and groom. How should cohabitating couples apply for a marriage license without incriminating themselves? Or does getting married legalize the relationship, making it a moot point?
