Medical coverage
My Decree says that I am responsible for 82% of my daughters uncovered medical expenses as well as providing health insurance. VA law says that the custodial parent is responsible for the first $150 per month of medical coverage. am I responsible for all uncovered expenses AFTER the $150, or is the law ignored in this case. If I am not covered by this then my ex could literally bankrupt me with medical bills.

You should review the matter with your attorney you hopefully had representing you in the divorce to determine what the extent of your liability may be for your daughter's uncovered medical expenses under this particular provision and whether it may be in need of modification, if such is still possible.
