Legal Question in Family Law in Virginia

I'm a military dependent living overseas in Japan onboard a military base - my husband is active duty. My legal residence is VA. We filed Pro Se a petition for stepparent adoption w/Vabch,VA Circuit Court. The bio father consented and signed the affidavit. Everything in the past has been handled by Vabch City Courts. The court rejected the petition soley b/c we listed our current address as an overseas military address on the petition - if it wasn't for that the petition and final decree would have been accepted. Our last address in 08 was in the city of VaBch,VA. Now that the court has rejected our petition is there any way we can do a stepparent adoption while living overseas. Navy legal does not handle state matters. We still do have a place of residence (house) there in VA, should we just change our address on the petition to reflect that address? What should we do or can we do? Any advice would be appreciated.

You should change your address on the adoption petition to the address of your house in Virginia Beach only if that address is still your legal residence/domicile address in the Commonwealth.
