Legal Question in Family Law in Virginia

If a minor female (17) gets pregnant by a legal age (18) male, are the girls parents responsible for medical bills due to the pregnancy (insurance will not cover maternity and said female and her family do not qualify for Medicaid because of income)? What legal responsibility does the adult male have regarding medical bills?

The adult male and alleged father could have no responsibility until paternity of the child has been established which likely means he would have no responsibility for prebirth medical expenses.

The minor's parents may or may not have responsibility for her medical expenses depending upon the requirements of state/local law, exact circumstances under which they were incurred, and, perhaps, other factors as well.
