Minor under 14 and US passport

Have asked non custodial parent, who moved out of state, several times for the childrens passports. She will neither confirm nor deny having them, she pretty much just ignores me when I ask for them. My youngest child is under 14 which means I will need the mothers signature to apply for the passport. If she either ignores me or says no, how do I go about getting the passport ? We are planning a cruise next summer and my daughter is going to need the passport.

There seems to be some confusion in your question as to whether the mother is actually in possession of your children's passports and is refusing to turn them over to you for the proposed trip or may be refusing to cooperate by witholding her signature from the required U.S. State Department form(s)which are necessary to process their applications either for new passports or replacements for existing ones which may have been lost or are not now available for whatever reason.

Until that situation is sufficiently clarified as to what the mother has actually been up to in regard to the passports, meaningful advice cannot really be offered for this domestic problem(at least in my opinion).
