Can a mother take their child home for a ''visit''

a mother took her daughter back home to ''visit'' family for a month, two weeks into the visit she calls the father (her husband) and states she's not coming back. the father is in the military stationed here in the states (no overseas). He can't pack up and leave the military. can she do this?

Of course, "she can do this" (as she obviously already has). However, whether it's possibly in violation of any previous order(s) from a court of proper jurisdiction or agreement between the parties is not clear from the question.
