Legal Question in Family Law in Virginia

The mother of my daughter lives in Virginia. She moved without notice or a forwarding address and will not give it to me. It is court ordered that she give 30 days written notice to the courts and myself before the move. Can she be charged with kidnapping and contempt of court charges?
