moving out of state

if father does not pay child support that is court ordered is there a law in va that state the mother may move?

No, there is no such law since the payment of child support is independent of this issue and in no way connected with whether the mother may move to another state or remain in Virginia. (The best interests of the child consideration---rather than that of the mother-- require that this be so.)
