Legal Question in Family Law in Virginia

My nephew is going to be living with my Father in Law in Missouri. His Grandmother, who has custody of him receives the social security checks from my nephew's mother. Is my mother in law legally obligated to giving my father in law the social security check?

Why would she consider keeping this check if the boy is not with her (assuming that these funds are intended for him)?
