Non Custodial parent visitation laws in Virginia

I live in Maryland. My daughter had spring break visitation with her father. Can he legally take her from Virginia, where he resides, to another state without my permission or any contact information?

The issue regarding the noncustodial parent's right to travel with the child during the visitation would normally be determined by the terms of the visitation order/agreement or reasonable interpretation thereof.

However, whatever the order or agreement may be regarding such travel, it always presupposes that appropriate contact information be available to the other custodial parent.
