Can anyone break down section 20-30 regarding ordained ministers in VA.

Can someone explain exactly what it means?

You need proof of your ordination (a certificate or diploma type document) plus evidence that you're currently actively part of and interacting with some religious community or congregation if you want a Virginia court to issue an order authorizing you to perform marriages in the Commonwealth.
