Can a parent get visitiation rights after beening out of the child life for 17 years?

That would most likely be up to the J&DRDC;judge hearing the matter and

the preferences of the child would probably weigh quite heavily in his or

her decision.

In theory, yes. But at age 17 the child has a great deal to say about whether visitation will be set up, and the child is an adult at age 18. May be best to wait to age 18 and try to begin an adult to adult relationship.
