Parental ''Rights''

My EX daughter-in-law has violated the divorce custody order and my son and their 14 year-old daughter have filed in court a change in custody. My graddaughter ran away to her father's home and is staying there. They've involved child protection, etc. and seem to have a pretty strong case for her to be placed in his home. The mother contacted me to ''turn over her parental rights to me - not the father -- if I will pay her. We've always assumed that she was driven to fight for custody because of the money, and this is almost proof. Question: Can she do this? Sell her parental rights?

No, perhaps, in some Asian country with few child protection laws and where children may be trafficked like so many farm animals, but not here in these United States nor in the Commonwealth of Virginia.
