Can my ex-husband sign over his parental rights if I oppose it or if he owes child support?

No, a parent is not permitted to merely "sign over his parental rights"(which apparently means terminate in this context) irrespective of whether the other parent opposes it or not and whether or not he owes child support. This is a common fallacy.

Only a court having proper jurisdiction

over a matter involving the termination of parental rights would have the power to terminate

such rights.
