Legal Question in Family Law in Virginia

My parents (both US Citizen) have been married for 50+ years in Vietnam with a traditional wedding and without a marriage certificate. Is there any legal issue that will prevent them to apply for a marriage certificate from Virginia? Thanks.

That will be up to the clerk's office of the local circuit court

which issues such certificates--after all of the relevant facts regarding

the traditional Vietnamese marriage have been explained to them.
