Legal Question in Family Law in Virginia

If both parents have joint custody of their child and one parent wants to move to a different state can the other parent prevent them from moving? Also if a custody case has not yet gone to trail and one parent wants to move out of state with the child should that parent let the judge know at the hearing?

The "other parent" must be given at least 30 days advance notice of

this intended move and may request a hearing in the appropriate court to

oppose it and to present any argument(s) in support of the idea

that such a move would not be in the interests of the subject child.
