Parent's Rights
We have custody of my step-son. His
mother has not seen, called or paid
child support in a year. Can her
parental rights be taken from her?

Probably not merely for those things which you've mentioned unless, perhaps, you were stepping forward as his prospective adoptive mother.(But why not turn the case over to DCSE and let them hunt the woman down and enforce the support obligation and accumulated arrearages?)
