Legal Question in Family Law in Virginia

Pass ports

Hubby recently won custody of his three kids, we have asked their mother several times if the kids had passports, we are being ignored. So, we wanted to file the paperwork to get them for the kids. Youngest is in a global children symphony and will be traveling in the coming years. I understand that their mother will have to sign the paperwork also, is there any other hoops we will need to jump through if she agrees...Im assuming we have to take the matter to court if she does not agree.
