Legal Question in Family Law in Virginia

If a person has signed over legal rights to their child are hey notified by the court their rights are terminated is it assumed they know since they have signed the paperwork.

No such rights are terminated by signing a piece of paper(even one notarized)and nothing can be assumed in regard to such a matter until a court of proper jurisdiction has in fact issued an order legally terminating the parental rights at issue.
