Power of Attorney for the care of Children

If I live in VA and my daughter is temporarily staying with her grandmother in AZ, do I need Power of Attorney papers for VA or AZ so that the grandmother can seek medical care, educational needs, etc, for my daughter?

Although you haven't specified the length of the term "temporarily", if it's more than three months, you might wish to consider a temporary guardianship for the grandmother.
