How do you get power of attorney for
an elderly parent with Alzheimer's who
is out of state and you want to move
them to your state.

Very likely, you would need to file a petition in the appropriate court in the jurisdiction where the parent currently resides to be appointed as the parent's guardian or, perhaps, conservator, as appropriate.
