My sister is in the ARMY and I have custody and POA to handle all financial and health business for my sister and her child while she is gone. The childs father pays child support but no payments were received in 2006. The Division of child support tells me that they cannot talk to me about any payments prior to my appointment as POA. My sister is out of the country and unable to handle this situation and the child is being robbed of financial support. My understanding is if no limits were placed on the POA I would be able to handle all financial business regardless of when it happened. Can the Child Support service deny me the right to look into why the payments that were paid by the father, but never received by us in past years?

Just tell your sister to submit a written request to DCSE for an explanation as to what happened with the payments due in 2006 and, if none were received, then for the agency to take appropriate enforcement action to collect these arrearages.
