probation
can a probation office make the decision as to whether or not a person must meet them face to face monthly or check in monthly by phone. How much control does the probation officer have in deciding when,how and how ofter they report to them?

Probation officers have total control over terms of probation. You jump through their hoops. Judges can tell them what to do but they wont. They love probation officers. My advice is to do whatever they tell you to do until you can get that monkey off your back.
