Legal Question in Family Law in Virginia

If I receive a document that implies the person is agreeing, however they do not say they agree.... is that binding as an agreement in court?

No, not necessarily; could well depend upon how the court interprets "implies" and the relevant facts surrounding the creation of this document (in my opinion).
