I was recently divorced in Alexandria VA. The divorce decree states my Ex-wife will take ownership of the family car (joint account). I was absolved from any financial responsibility per the decree. She has not made payments and I am being harrased by collection agencies stating they may garnish both our wages. Do I need to handle this action at the same court where i was divorced or can I use any VA court. Can I sue for damages to my credit. Can I sue for legal fees.

You would normally file for what's called a Rule to Show Cause(as to why the person named in the Rule should not be found in contempt) in the circuit court where the divorce was obtained.
You could sue for whatever damages you've incurred as a result of your former spouse's failure to fully comply with the requirements of the incorporated Property Settlement Agreement (PSA) which could include the payment of your attorney's fees incurred as a result of your having to take enforcement action to enforce the PSA.
