Relinquish a Parents Rights

I have full custody of my nieces two children. The last two times we went to court the judge dismissed their petition for custody. The only time that the mother sees the children is when the grandmother has her regular visitation time. The father of the children may see them once a month if that. Since the parents have no custody and I have had these children for over two years is possible that the parents rights be relinquished.

No, not unless the children become adopted.
