How to relinquish another parents rights

I have a 3year old daughter. Her biological father hasn't seen her since she was 7months old. He's over $11,000 in debt to child support and keeps running. How do I go about relinquishing his rights. I have no contact with him. All I know is he lives in the state of West Virginia. She has another father figure who she calls her father but we are not married.

You are in no position to be "relinquishing" the father's rights.

Only a court of proper jurisdiction has the power to terminate parental rights and normally will only do so in the commonwealth if there's another person ready, willing and able

to become an adoptive parent for the child whose biological parent for whatever reason has for all intents and purposes effectively abandoned him or her or, perhaps, has in some other manner abused the child.
