I reside in Virginia Beach, Va; how do I legally but cheaply have my spouse who resides in Kansas served the divorce papers?

The answer will likely depend on whether Kansas man is willing to voluntarily accept service of the papers and execute the required waivers and return them to you for filing with the Virginia circuit court or whether he refuses to cooperate with this process in any manner whatsoever.
