restraining order
I have 2 friends who are dating, both of them are about 16 and happy dating eachother, but the girl's mother for no reason doesn't like the fact that her daughter is dating the boy. She is threatening to put a restraining order on the boy if she ever sees the 2 touch again. Can she do that? Aren't there any laws that have restrictions on restraining orders before anyone can put one on anyone? If there are, please let me know what they are so I can know if it's even possible for her to do this.

Restraining orders, also, known as civil protection orders (CPO's) must have a legal basis
before they can be put into effect. What you have described, as far as I know, would not qualify in most jurisdictions.

Of course this is a "free" Country. The first step is to decide whether the association of the two constitute "DELINQUENTCY" as defined by the
Juvenile Courts. Whatever this may be, it is fairly subjective. Either one or the other of this "couple" would have to be adjudicated "delinquents". What to do? Try to interview a JDR caseworker.
