I am 17 will be 18 in 6 months and wanted to know what are the consequences for being caught runing away while in foster care an do i have any rights concerning this and what would happen if im caught after i turn 18

You would probably be returned to your foster care

setting, if you were still a minor. However, if you were already 18, it would be unlikely that they would be pursuing you.
