Legal Question in Family Law in Virginia

Hi, I got separated over a year ago. My ex-wife took my child to live in Japan. I want to go ahead and finalize the divorce but I don't know what to do or where to go. Since she is overseas, does it make a difference on how I should file for a divorce? How much is the average cost for the whole process?

Is she in the military? Do you know her address? Any written agreements? Any orders?
