Legal Question in Family Law in Virginia

separation agreement

my husband and i signed a separation agreement that the judge signed. my husband agreed to buy me out of the house in the sum of 15k, 10k to be paid out of his 401k and the remainder to be paid within one year of signing. how do i make him give me the money he keeps putting it off and wont give me a date for payoff. We also have four minor children that we have joint custody of, with him as primary physical ,but every time i get the kids he starts a fight or doesn't show up on time and it is making it very hard to even see the children. What can I do ,I cant afford an attorney and legal aid wont help.
