Separation
If a couple agrees to separate and the husband moves out, and there are no leagal papers filed, can the husband dictate who the spouse can date or see?

No, one spouse, under such circumstances, cannot dictate who the other spouse can see or date. However,one must exercise caution, which is why many couples in these circumstances choose to have a separation and property settlement agreement which spells out many of the terms of the separation and may be filed with the court if the parties so desire.
