Legal Question in Family Law in Virginia

My sister, just moved back to Virginia because her and her baby's father separated, he is supposedly going to file for custody. Both of the kids were born in Virginia and They already have custody settled over the oldest kid. Does he have to come to the state Virginia where the kids live to file for custody or can he do it in Michigan?

If the children have most recently lived in Virginia continuously for the last

six months, the Commonwealth would have jurisdiction over the issue of custody

and the father must come here to file his petition.
