Do you need to have a social security number to get a marriage license in Fairfax, Virginia

I've just inspected a copy of a marriage license certificate issued by the Clerk

of the Fairfax County Circuit Court a few years ago and see no place for or evidence of a requirement for a social security number on the document itself for either applicant for the license.
