Legal Question in Family Law in Virginia

If somone has legal guardianship of a child because the parents were deemed unfit, and the guardian dies while the child is still a minor, where does the child go? Can the guardian decide in their will or do they go by default to the parents?

The guardian may recommend but if the child is (or was) a ward

of the Department of Social Services, it should likely be up to

that agency to decide where the child goes next in terms of

a placement (my opinion).
