Legal Question in Family Law in Virginia

My son was born 3 weeks ago. The bio father has not been involved at all. Can he lose his rights, in the state of VA, after a certain amount of time? He has not established paternity and is not listed on the birth certificate. He knows that the child was born and is his. I dont want him in the childs life but he refuses to sign over his rights. My fiancee would like to adopt the child. The bio father is in the Navy, so if he does in the future decide to go after my son, which he hasnt paid for, will the court favor me? I have a stable home and a stable income. The bio father goes out on shipd for long periods of time. And if he does win visitation rights, can i make them supervised visitation? If the bio father wants to see my child does he have the right to even if he hasnt established paternity and his name aint on the birth certificate? And being that he has not paid anything or has even tried to come up and see my child can my fiancee sign something without the bio fathers knowledge to adopt the child? The bio father is stationed only 4 hrs from here and has had plenty of time off to come see the child and to help out.
