my son and daughter in law will not let me see my grandchildren do i have and legal right to see them

Yes, as a grandparent you are recognized as a "person with a
legitimate interest" under VA Code Sec. 20-124.1 for the purpose
of securing appropriate visitation with your grandchildren.
And, therefore, you could go to your local Juvenile and Domestic
Relations District Court and request to file a petition to secure court-ordered visitation with your grandchildren.
