Legal Question in Family Law in Virginia

My son is a divorce marine and his ex is living with a military guy who is to go to china next year. He have 2 children with her both under the age of 8. She want for him to give her perimission to take the kids out of the country for 2 years. What rights if any will he have if he agree to her taking them out of the country. They have join custody and the kids now are living with him.

What rights will your son have as a dad with joint custody of his two children if he allows the mother to take them to China for two years? Although his legal rights would not change, as practical matter, he would likely have little opportunity to participate in whatever major or minor decisions need to be made in these children's lives when they are in China.(I would doubt that this is a good idea for a variety of reasons.)
