Stalking by a man, using several employees to harass me

I have been stalked by a guy for the last year. He is to afraid to come and harass me himself he sends his employees to do it. He is stinking rich and so can bribe people with lots of money. He had a camera installed in my apartment in DE and tapped my phone line. He got me laid off from work and after i moved to VA he followed me here. I understand that i can not get a restraining order in VA, what can i get that is similar in concept ? I have contacted the police. What sort of proof will i need for nailing him ? ( He has so much money, i'd like to get some of it for the last year's trouble he has caused me !!)

Virginia has statutes in Title 18.2-60.3 and 60.4 of its Criminal Code which prohibit stalking and make such activity a crime, as well as provisions for protective orders barring such activity in Title 19.2-152.8-10 found in the Virginia Code of Criminal Procedure.

Some of these may be applicable to your situation.
