Legal Question in Family Law in Virginia

In the state of virginia when our daughter was born the hospital offered her father a paternity test he declined and went ahead to sign the birth certificate. If it turns out that he is nit the paternal father will he still be obligated to pay child support because he passed the test and signed the birth certificate.?

If "he passed the test", i.e., the paternity test, he's the father and will have to pay child support.
