Legal Question in Family Law in Virginia

Step-Daughter, who lived in another state and suffering from drug addiction allowed children to go with relatives to VA. VA court awarded custody/guardianship of children after months in their care to Grandmother and she has only had one child with her and the other with her other daughter. Step daughter now has been in VA for 4 months with only one visitation allowed and isolated phone contact. Step daughter in recovery and would like to know options as to visitation, custody and possible JOINT custody with sister for baby who has resided longer with her Aunt than her Mother.
