Taping Conversations

In the state of Virginia, is it okay to tape someone on the telephone, if you let them know before the conversation starts, that its being recorded?

Thinking back to the notorious conversations between Monica Lewinsky and her co-worker and confidant at the Pentagon, Linda Tripp, some of which were secretly taped by the latter when Monica made calls to her from Maryland, I believe, if memory serves, at least back then such taping was legal if both parties were in Virginia, but it was illegal if one was in Maryland which had laws specifically prohibiting such practices.
