travel expenses-sad father unable to see kids

My ex-wife and I signed our divorce agreement and in it states that when the children come see me we both have to pay half of the traveling expenses-she lives in FL and I live in VA. She keeps saying she can't afford it and will not pay half and I cannot pay for it all so I am unable to see my children-what can be done or can she get in trouble for not following the divorce agreement? I have been told numerous times by her ''thats what it states in the divorce'' and I stick to it, but it seems she thinks she doesn't

Yes, "she can get in trouble for not following the divorce agreement". But in order for that to happen, your former spouse will have to be brought back before the court which entered your final decree of divorce and be cited for contempt.
