If my childrens' father is not paying any child support, am I obligated to grant him visitation?

Yes, the issues of visitation and support are legally unrelated and because the father is not paying his child support is not a valid reason for you to deny him visitation. (Your remedy for his failure to pay support is to take him back to court on contempt charges.)
