Legal Question in Family Law in Virginia

Visitation

I have joint custody of my daughter and for quite sometime her mother has been interfering with my schedule visitation. She plans big outing & other things my daughter likes so she wont want to come with me. The situation is that I live Chicago & she lives in Virginia and I come once or twice a month to spend time with my daughter. The delima is that I have appeared in front of 2 different judges and one said that they can't make daughter spend any time with me but the another one says that technicaly they can inforce the order of visitation and the police won't make come with because they said it might in courage her to run away or something( My daughter is now 14 but its been goning on for about 3yrs). Please help.

Further facts and information would appear necessary in order to give a more fully informed response to your question, such as what is the the name and location of the Virginia court which is apparently failing to enforce your visitation order and when did this occur and have you written to the chief judge of this court regarding this situation?
